[인턴십 후기] 2022년 단기 인턴십(인종차별철폐 분야) 활동후기 - Lidya Ayu Astiti

저는 이화여대에 재학 중인 Lidya Ayu Astiti라고 합니다. 우선 금번 유엔인권정책센터(이하 코쿤)의 단기 인턴십에 참여할 수 있는 기회를 얻게 되어 매우 영광입니다.  개발학을 전공하는 학생으로서, 저는 인권이 개발과 상호 연관되어 있으며 개발 분야에서 굉장히 중요한 역할을 하고 있다는 것을 알고 있습니다. 개발은 모든 사람의 권리가 올바르게 실현될 때에만 도달될 수 있고, 이를 통해 인권의 달성을 보장할 수 있다고 생각합니다. 하지만 이전 학위 과정에서 저는 인권과 관련된 경험을 하지 못하였습니다. 이 경우 개발학 전공자로서 인권에 대해 공부하는 것이 학문 정진에 큰 도움이 될 것이며, 코쿤의 단기 유엔 인권인턴십은 인권에 대해 깊이 고찰할 수 있는 적격의 플랫폼이라고 판단했습니다.

이와 더불어, 정진성 교수님께 지도를 받게 된 것을 감사하게 생각합니다. 인턴십 기간 동안, 제 연구 방향과 미래 커리어에 큰 도움을 줄 근본적인 주제들에 대해 배울 수 있는 시간이었습니다. 우선, 국제 인권에 대해 배워본 적이 없기 때문에 인턴십에 대한 염려가 있었습니다. 비록 인권에 대해 잘 알지는 못해도 배우고자 하는 갈망은 컸습니다. 단기 인턴십이 시작되고, 그 기간 내내 정진성 교수님께서 배려와 선의로 지도해주신 덕분에 제 걱정은 점차 사라졌습니다.

정진성 교수님은 기초 개념부터 시작해서 복잡한 개념에 이르기까지 저희 속도에 맞춰 인권에 대해 친절히 상술해주셨습니다. 교수님은 자신이 국제인권 분야에서 활동하며 세계 곳곳에서 벌어지는 인종차별 문제를 해결한 경험과 자신이 쏟은 헌신에 대해 말씀해주셨습니다. 그 이야기들은 제가 학업 및 현실세계에서 일어나는 사례들을 더 깊이 이해할 수 있게 해주었습니다. 교수님의 지도 덕분에 어렵지 않게 주제를 심층적으로 파악할 수 있었습니다.

이번 단기 인턴십에서 저는 지구촌에서 발생하는 인종차별 문제와 국제 인권을 학습하였습니다. 국제 인권의 역사와 개념뿐만 아니라 유엔인권보호체계와 유엔의 주요 기관을 알 수 있었습니다. 유엔 조약기구에 대해서도 배웠는데, 특히 ‘인종차별철폐위원회(CERD)’에 중점을 두었습니다. CERD가 인턴십의 핵심 주제였기 때문에, ‘모든 형태의 인종 차별 철폐에 관한 국제 협약(ICERD)’을 처음부터 끝까지 지속적으로 살펴 보았습니다. CERD 산하 '국가간통보'(inter-state communication) 절차와 그 과정에서 ‘모든 형태의 인종 차별 철폐에 관한 국제 협약’을 참고하는 내용들도 배웠습니다.

단기 인턴십 기간 동안 제가 연구한 사례들은 아제르바이잔과 아르메니아, 이스라엘과 파키스탄 사이에 발생하는 인종 갈등이었습니다. 그 나라들 사이의 갈등을 부추긴 역사적 배경에서부터 시작해, 갈등의 현황과 갈등을 해소하기 위해 시행된 노력들에 대해 탐구하였습니다. 지난 2018년 카타르가 ‘모든 형태의 인종차별 철폐에 관한 협약’ 제 11조에 따라 사우디아라비아와 아랍에미리트(UAE)에 제출한 국가간통보는 인종차별문제와 이를 해결하기 위한 CERD의 노력을 이해하기 위해 간략히 논의되었습니다. 결과적으로, 이번 국제 인권과 인종차별문제에 관한 단기 인턴십프로그램을 통해 소중한 지적 재산을 얻게 되었습니다.

정진성 교수님의 탁월했던 지도와 인턴십 기간 동안 배운 주제 이외에도, 코쿤의 직원들이 매우 큰 도움을 주었습니다. 직원들은 인턴십 참가자들이 필요로 하는 추가적인 정보를 친절히 제공해주었고, 이는 매우 큰 도움이 되었습니다.

요컨대, 코쿤의 단기 인턴십은 국제 인권과 유엔에 대한 지식을 제공하는 훌륭한 프로그램입니다. 이 프로그램에 참여한 것은 너무 기쁜 시간이었고, 참여할 수 있는 기회를 얻게 된 것은 영광이었다고 재차 말하고 싶습니다. 국제 인권에 관심이 있는 동료 연구자들에게 이 단기 인턴십을 꼭 추천하고 싶습니다.

I am Lidya Ayu Astiti from Ewha Womans University, and I am greatly honored to be given the opportunity to participate in KOCUN’s short-internship program. As a development student, I am aware that human rights holds an incredibly significant role in the field of development since it is heavily interconnected with development. Development could only be reached once the rights of every human being is rightly fulfilled, and development would be able to protect the attainment of human rights. However, I did not have prior experience relating to human rights in my previous degree. In this case, educating myself regarding human rights would immensely support my academic endeavor as a development student, and KOCUN’s short-term UN Human Rights Internship is the best platform to learn about human rights in-depth. Additionally, I am incredibly thankful and grateful to have been under Professor Chung Chinsung’s guidance for the short-term internship. During the short-term internship, I learned a lot of fundamental subjects that would enormously support my academic journey and future career.

At first, I was quite worried since I did not have any previous experience studying international human rights. I knew so little about the subject, yet I have a strong desire to learn. Once the short-term internship started, my worries slowly subsided as Professor Chung was very patient and kind in guiding me throughout the internship. Professor Chung kindly elaborated the subject following our paces, starting from the basic concepts until the complicated ones. As a student who is eager to learn, I had a lot of questions, and Professor Chung passionately answered every one of the questions. Professor Chung also shared her experience and dedication working in the field of international human rights and in addressing racial discrimination issues happening in many parts of the world, and the experience that she generously shared provides me with a deeper understanding about the study and the cases happening in the real world. Because of the guidance of Professor Chung, I am able to grasp the subject in-depth without any difficulties.

In the short-term internship program, I studied the international human rights and racial discrimination issues happening across the globe. The concept and history of international human rights were introduced, as well as the UN Human Rights Protection System and UN principal organs. UN treaty bodies were also taught, specifically focusing on the Committee on the Elimination of Racial Discrimination (CERD). As CERD was the focal point of the program, the International Convention on the Elimination of All Forms of Racial Discrimination (ICERD) was consistently and continuously referred from the beginning until the end. I was also educated about the interstate communications procedures under the CERD and its reference to the ICERD. The cases that I studied during the short-term internship were the racial conflicts between Azerbaijan-Armenia and between Israel-Palestine, starting from the historical backgrounds which triggered the conflicts, the current situations of the conflicts, and the efforts that have been done to resolve the conflicts between the countries. The past interstate communications which were submitted by Qatar to Saudi Arabia and United Arab Emirates in 2018 based on the Article 11 of the Convention on the Elimination of All Forms of Racial Discrimination were briefly discussed to give more insights about racial discrimination issues and CERD’s efforts in resolving them. All in all, I gained treasured knowledge throughout the short-internship program relating to international human rights and racial discrimination issues.

Aside from the distinguished guidance from Professor Chung and the excellent subjects taught during the program, KOCUN’s staff are also very helpful. The staff kindly provide additional information and assistance for the interns, and that is hugely important for the interns who need it.

In summary, KOCUN’s short-term internship program is an excellent program in providing knowledge about international human rights and the United Nations. I experienced nothing but joy, excitement, and fascination participating in the program, and again, I am very honored to be given the chance. I would certainly recommend this short-term program to fellow scholars who are interested in studying about international human rights.
